Chapter I General Principles
Article I
The name of the association is JENJU Community Development Association, Tungshan Village, Ilan Countyˇ]Herein The Associationˇ^
Article II
The Association is established in compliance with laws and is a non-profit social organization. The purpose is to promote community development, increase residents' welfare, build a modern society with a peaceful and harmonious relationship, union and mutual assistance.
Article III
The Association covers the area of JENJU community which has been delimited by Tungshan village public office, Ilan county.
Article IV
The Association is located in the area of JENJU community.
Article V
The Association shall enforce tasks as followsˇG
I According to community real conditions, collect information as follows:
1. Historical, geographical, environmental and cultural information.
2. Demographic and community resources information.
II To satisfy the community features and resident's requirements, and also to collaborate with the Government in community development such as designated work items, annual recommending items and community proposals, The Association will arrange annual plan for the community development. The Association will also make the annual budget and aggressively enforce the aforesaid plans.ˇ]According to the works outline of community development, it shall concretely list all of the plans.ˇ^
III. Establish the community activity center where can be convened the community activities.
IV. Arrange various items of public welfare activity in the community.
V Enhance coordination and contact with relevant organizations, institutes, schools, teams and public offices to the area, in order to seek for support for the community development tasks and keep the achieved results.
VI Other relevant items of affairs to the purpose of The Association.
Chapter II Membership
Article VI
The Association members can be classified into three categoriesˇG
I. Individual Member: Any community resident aged over twenty who agrees with the purpose of The Association may fill in the application form for entry and, when approved by the Board of Administrators, he may clear the member expense and be entitled as the individual member.
II. Group Member: Any organization, institute, school, and group in the community who agrees with the purpose of The Association may fill in the application form for entry and, when approved by the Board of Administrators, he may clear the member expense and be entitled as group member. According to the payment percentage of annual member expense, the group members shall appoint five persons as representatives to enforce their rights.
III. Sponsor Member : Any individual, organization, institute, school or group not included in the community who agrees with the purpose of The Association and offers support to The Association may be admitted as sponsor member with the approval of the Board of Administrators.A register of the aforesaid members shall be submitted to the superior organization for future reference.
Article VII
If any member violates laws, Regulations or resolutions of the general meeting, after decision of the Board of Administrators, The Association may give a warning or halt his rights for certain term; if any serious violation endangers The Association, after the decision of the Board of Administrators, the violator may be expelled from the membership.
Article VIII
If any following event occurs, it shall be considered as dismissal:
I. Deprivation of membership ˇ]incl. deathˇ^
II. Expelling due to the decision of the general meeting
Article IX
Any member may withdraw his membership by submitting a written statement to The Association three months prior to the date of withdrawal.
Article X
Any member has the right to vote, elect, be elected and recall. Every member has one ballot, but sponsor members are not authorized to execute aforesaid rights.
Article XI
Any member has duties as follows: observing Regulations of The Association and decisions of the general meeting, and paying the member fees.
Chapter III Organization & Power
Article XII
The general meeting is the supreme power institute. During adjournment, the Board of Administrators may take their places, while. the Board of Supervisors is the control organization. If number of members exceeds three hundred persons, it shall elect representatives according to the percentage of each region and convene the general meeting to enforce its rights. The measures of election for member representatives shall be drafted by the Board of Administrators and submitted to the superior organization for observation before the realization.
Article XIII
The general meeting has the rights as follows:
I. Draft and modify the content of Regulations.
II. Elect or recall administrators or supervisors.
III. Decide the amounts and measures for entry expense, annual expense, enterprise expense and member funding.
IV. Decide annual work plans, reports and budgets, and final accounting.
V. Decide the expelling measures of members.
VI. Decide the resolution for the property of The Association.
VII. Decide the dissolution of the Organization.
VIII. Decide other major matters on the rights and duties of members.
Article XIV
The Association assigns 7-15 administrators and 3-6 supervisors who will be elected by the whole membership and, after election, they shall establish the Boards of Administrators and Supervisors respectively.When electing the aforesaid administrators and supervisors, the members shall also elect 3-5 candidates for administrator and 1 candidate for supervisor, who may respectively fill the vacancy when the current administrator and supervisor are absent.Current session of the Board of Administrators shall nominate candidates for administrators and supervisors for the next session.
Article XV
The Board of Administrators has authorities as follows:
I. Convene the general meeting and enforce its decisions.
II. Review the qualification of new entry members.
III. Elect or recall the chief of Board of Administrators.
IV. Decide the resignation of administrators or chief of the relevant Board.
V. Appoint or dismiss working staffs.
VI. Draft annual working plans, reports and budgets.
VII. Draft basic organized principles for various internal operating organizations.
VIII. Decide measures of the arrangement of various public welfare service activities in the community and the standard of charges.
IX. Other items to be executed.
Article XVI
Chief of the Board of Administrators shall be assigned through mutual election among administrators.The chief of administrators internally handles and supervises all general internal affairs of The Association and externally acts as representative of The Association. He also takes on the position of chairman of the general meeting and conference of the Board of Administrators.If the chief of the Board of Administrators occasionally cannot perform his corresponding function due to something else, he shall appoint one of the administrators on behalf of him and if the chief is unable to appoint the qualified deputy, the representative will be presented through mutual election among administrators.
Article XVII
The Board of Supervisors has authorities as follows:
I. Supervise the Board of Administrators and its performance of plans.
II. Audit annual working plans, budgets, and final accounting.
III. Elect or recall the managing supervisor.
IV. Decide the resignation of supervisors or the managing supervisor.
V. Other relevant affairs to be supervised.
Article XVIII
The Board of Supervisors appoint a managing supervisor through mutual election among members, who will supervise ordinary affairs and serve as chairman of the conference of Board of Supervisors.If the managing supervisor occasionally cannot perform his corresponding function due to something else, he shall appoint one of the supervisors on behalf of him and if he is unable to appoint the qualified deputy of aforesaid conferences, then the representative will be presented through mutual election among supervisors. The vacancy of managing supervisor shall be filled with by-election within one month.
Article XIX
The administrators and supervisors are not assigned to any salary. The term of their position is four years and they are allowed to be re-elected for the second term. But the chief administrator can only be re-elected for one more time. The term of administrators and supervisors is measured since the date of the first conference of the Board of Administrators for current session.
Article XX
If anyone of the following affairs occurs during the tenure of a administrator or supervisor, he shall be expelled promptly.
I. Loss of membership of The Association.
II. Resignation approved by Boards of Administrators or Supervisors for certain reasons.
III. Being recalled or dismissed.
IV. Having the power halted for more than one half of the term.
Article XXI
The Association appoints an General Secretary to arrange general affairs with respect to The Association under the orders of Chief Administrator and is allowed to place several social workers and other working staffs. The chief administrator may recommend these working staffs to the Board of Administrators for approval before the related employment or dismissal is executed, and the results shall be submitted to the superior organization for future reference, but the dismissal of the General Secretary shall be proposed in advance to the superior organization for evaluation and filing. Employees already assigned are not allowed to serve as aforesaid working staffs.
Article XXII
As the case required, The Association may organize individual committee to undertake various public welfare service activities, thus it is necessary to place several members in these committees composed of enthusiastic persons who are employed by the Board of Administrators. Each committee places an organizer who is elected through mutual election among members. The term of mentioned members and current administrators are equivalent.
Article XXIII
The Association will recruit the volunteer group, whose members shall conduct various public welfare services in the community. According to actual requirements, they shall be divided into several teams and The Association will place a leader for eachteam and a commander for the whole volunteer group. They will direct volunteers to conduct the community service and the commander shall participate in the conferences of the Board of Administrators and Supervisors to report the current situations of the volunteer services.
Article XXIV
The Association will place several consultants to establish a consulting group, whose chief will be nominated through mutual election among members. The term is equal to that of the Board of Administrators.
Chapter IV Conference
Article XXV
Both the Board of Administrators and the Board of Supervisors shall convene the conference every three months respectively, and may. convene the Joint Committee or Provisional Conference if necessary. (The aforesaid conferences of Boards of Administrators and Supervisors shall be convened at least one time for every three months.) Except Provisional Conferences, it is necessary to send a prior written notice for 7 days in advance. The decision of the conference shall base upon the numbers of present administrators or supervisors exceeding half of total participants and obtain the agreement by more than one half of present participants.
Article XXVI

The general meeting shall be convened by the chief administrator annually, except provisional conferences for treating urgent affairs; the chief administrator shall send prior written notice for 15 days in advance.

Article XXVII
If any member cannot be present in the general meeting, he may authorize in writing another member to represent him. Every member is allowed to represent only one member.
Article XXVIII
The decision of conference shall base upon the numbers of present members exceeding half of total members and obtain the agreement by more than one half of present members. But the decision of the following matters shall obtain the agreement of two thirds of present members.
I. Drafting and modification of the Regulations.
II. Expelling of the registered members.
III. Recall of administrators and supervisors.
IV. Arrangement of property.V. Dissolution of The Association.
VI. Other important matters with respect to rights and duties of members.
Article XXIX
Both administrators and supervisors shall participate in the conference of the Boards of Administrators and Supervisors. It is not allowed to authorize other people to attend these conferences. If any of them is not present in the conferences for two serial times without proper reasons, they shall be considered as being resigned.
Chapter V Expense& Accounting
Article XXX
The Association obtains funding as follows:
I. Entry fees:
(1)individual member for NT$500
(2)group member for NT$ 1000.
II. Annual fees:
(1)individual member for NT$500
(2)group member pays NT$ 1000 for each representative
III. The income of community production.
IV. Governmental Funds.
V. Endowments.
VI. Incomes obtained from public welfare service activities arranged in the community.
VII. Foundation and premium.
VIII. Other incomes.
Article XXXI
The fiscal years of The Association follow the fiscal years of the central government in ROC.
Article XXXII
The report of advance final accounting for The Association shall be submitted to the general meeting for their approval and then proposed to the superior organization for evaluation and filing.(If the general meeting cannot be convened within required period, such reports shall be submitted in advance to the superior organization.)
Article XXXIII
After dissolution of the conference, the remaining property shall be handed over to the local superior organization or its designated institution or group.
Chapter VI Supplementary Articles
Article XXXIV
If any matter is not covered in the present Regulations, such matter shall be in compliance with relevant laws.
Article XXXV
The present Regulations shall be put in practice after being approved by the general meeting and reported to the superior organization for evaluation and filing. Ditto for revision.
